The Challenge

Urgent need for citywide streetlight modernization with limited resources

Project Overview

Washington D.C. partnered with Opterra to modernize over 72,000 streetlights — one of the largest lighting projects in the country. This urban rehabilitation project is enhancing safety for cyclists and pedestrians while increasing energy efficiency in support of the city’s Vision Zero campaign.

Energy Assessment and Strategy

The project began with an evaluation of the city’s streetlight network. Opterra recommended converting street and alley lights to energy-efficient LED technology with remote monitoring and control capabilities which reduce response times for outages, ensuring Washington’s streets are kept well-lit and safe. The improved street lighting network will be managed by EQUANS for the balance of the 15-year public-private partnership, contributing to a cleaner and healthier environment for future generations.

Implementation and Funding

Washington D.C.’s District Department of Transportation (DDOT) and the Office of Public-Private Partnerships (OP3) entered a long-term public-private partnership with the Plenary Infrastructure DC (PIDC) consortium, including Opterra, to deliver the $309 million project.
